Aland, Andorra, Austria, Azores, Belgium, Conseil de L'Europe (Council of Europe, Strasbourg), Cyprus, Estonia, Finland, France, French Southern & Antarctic Territories, Germany, Greece, Ireland, Italy, Kosovo, Luxembourg, Madeira, Malta, Mayotte, Monaco, Montenegro, Netherlands, Portugal, St. Pierre et Miquelon, San Marino, Slovakia, Slovenia, Sovereign Military Order Of the Knights of Malta (Rome), Spain, UNESCO (Paris), United Nations (Vienna) and Vatican City.

On May 1 2004, ten new countries joined the European Union – Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia. These countries (not listed at top) will adopt the Euro in the future when they fulfil certain economic criteria - price stability, a sound fiscal economy, stable exchange rates and converged long-term interest rates. The current EEC members had to fulfil the same criteria.
